Cut them.  Make sure your not cutting too much from the head/face area.

Photos are a DIY item.

I offer them to our students in our classes (for a slight fee).

I just did them on computer with photo paper. Wife and I both. The process is expensive enough.

I got my wife to take mine with my  cell phone, from about 6, 10, and 12 feet away, with me standing against a blank wall.
Then I emailed them to myself and cut the best one to required size. Took about 15 minutes and I never left the house. I've done this for the last 2 permits.

I submitted mine as 2x2 in Sussex. They cut them down

I also submitted 2x2 passport photos from Happy Harry's. Not a problem.

Same here.  I sent them 2x2 from walgreens, no problems.

We used 2x2's from Costco.
The photo used on the permit is trimmed down to smaller then 1.5" x 1.5" anyway, so as long as your head is small enough to fit I don't think it matters.

..., so as long as your head is small enough to fit I don't think it matters.
That rules out a lot of politicians and at least one real estate mogul.
