I've been lurking for a while, using the website s a source of knowledge. My girlfriend and I moved in together in Northern Wilmington back in January. I have been looking for my 5 references since then but I am having a hard time finding people, don't know too many Delawareans. I have a co-worker that says he and his wife will sign for me but they live in Pennsylvania however he owns a house in NCC. He says it is fine and it will not be a problem, but I am dubious. Thanks for the help.

Your friend means well, it's not fine.  The "respectable citizens" who sign the affidavit must be residents of the county in which you reside.  This is not new.  Delaware has required this for over 100 years.  In fact it used  to be citizens who lived in your election district.

Where do you shoot?  Could get people there.  Remember you will need a copy of your driving record too (since you're a new resident).

The girlfriend had us sign up for a membership at Targetmaster because a couple of her friends from work shoot there. Unfortunately they are all PA residents. I have only been a handful of times, but it doesn't seem like the clientele has a propensity to talk. It was more of the get in and get out mentality the times I have been there. I was reading to ask neighbors for support and I will do so, it just seems so foreign to me coming from New Jersey.

Do I need the driving history from New Jersey or Delaware?

I have spoken to my neighbors and was able to secure my references. However even though I explained my reason for wanting the ccdw, they left the field blank and selected no on the form. Will this be a problem?

I would think they expect that the reference would know why you desire to carry.  My guess,   It is a problem.

i am born, raised and live in North Wilmington and I can tell you, it's not like it used to be. Good move on applying for CCW and welcome to the state. There are couple of pistol clubs in NCC if you are looking local places to shoot and another over the line in Delaware County PA which allows rifle.

I told my references to check "NO" and they would be telling the truth.
 I did not give my references the reason why I wanted a ccdw.
 It was not a problem for me.

I think three of my references listed 'personal protection' and two said 'no', they didn't know my reason.  Of course it's been ten weeks since I filed....

I think you'd be ok on the references.  Someone vouched for you without knowing / caring what your reason is.
