Those that live in the Laurel area can correct anything that I have wrong...
as I recall, Laurel did something similar to this last summer. They imposed a curfew, at an apartment complex, for anyone that did not live in those apartments. When winter got here, they removed the curfew. Last I heard, it seemed to work.
