Had DUI expunged. Can I get a CCW permit?

In 2017 I was charged with a DUI in Pennsylvania. I was given a first offenders program called ARD where I paid a ton of fines and did some community service. Therefore, I do not have a DUI on my record and Delaware was never notified because I only temporarily lost my Pennsylvania driving privileges and there was no impact to my Delaware driving record. I just had the arrest record expunged a few months ago. So everything should come back clean on background check. Am I able to apply for a Delaware CCW permit? And do I have to disclose the DUI on the application since I had it expunged?

I had a DUI in 2008 and did the PBJ (first offender). Shows as “CLEARED” on my driving record. I go my permit in 2015 with no issues.
