Very interesting article and many good points for CCW and LEO's.
I would say this is good recommended read.

Great read but still left me in a quandary. According to the 2013 PoliceOne survey, 4% of the respondents don't like CCW civilians (author mentions 'many' at beginning of article). So I have a 1 in 25 chance of meeting a LEO who will likely prone me and take my piece for inspection. Given those odds, I'd size up the officer to determine whether or not to reveal. If the LEO looks slovenly, I'd be inclined to keep my mouth shut. Your thoughts?

Keep you're mouth shut either way.  ;D Don't have to disclose in DE so unless they ask you specifically or ask you to exit the car I'd say nothing. Just keep you're hands in sight as always. You don't know the officers view so its safer to say nothing unless you need to.

According to handgunlaw.us, PA, WV and VA are NO duty to inform states. OH and NC are YES. In the Don't Even Think About It category: MD, NJ, NY, DC.  If you travel wider, ...  Common theme is "carry your license" at all times. 

Does anyone have personal experience with DE LEOs? What are their attitudes?

I have several current & retired LEOs among my customers.
Every single one has strongly advised me to hand the officer my CCDW permit when required to provide ID.

In the exact words of a Wilmington patrol officer: "If your gun comes as a surprise to me, I might blow your f***ing head off."

The one time I got stopped while carrying, for driving almost 90 mph on the PA Turnpike, I handed over my PA LTCF with my license. No drama ensued. The ticket was written for 72 mph.

Amazed!
"Surprise me and I could react by killing you!" Even though you did nothing against the law!
 Rather than: "Threaten me with your gun and you could forfeit your life."
Also: what would you expect a LEO to say?  "What the heck? I don't care if you are armed!"

Based on the four pages of comment that are 99% supportive of CCW permit holders, I'm more inclined to inform.  Just in case, I'll try to meet as many LEOs as possible and continue to evaluate.
