Title: Illinois Finally Passes CCDW Law
Post by: demark04 on July 10, 2013, 02:23:04 AM
Illinois became the last state to enact CC laws.........http://www.cbsnews.com/8301-201_162-57592940/illinois-enacts-nations-final-concealed-gun-law

Law According to the Sheriffs Department............http://www.ilsheriff.org/images/stories/press/housebill183.pdf

Unless I misread it, Looks like it will be a "Shall Issue" State.  Non Residents can apply for $300 Holy Cow.  No Thanks.

Would you expect anything less the state that sent us Obama, Emanuel, and could go on and on.

Like that's really any better than DE ?  At least non-residents CAN apply.

Besides - tally up how much it costs to apply here as a resident - its no different.

Vehicle carry is legal with a permit from your home state without the $300 charge.

After I see those exact words on the Illinois state Web site, and print a copy to take with me, I might actually leave my Glock on my hip in October when I drive through Illinois.
No chance of me getting out of the car, though: I still deny Illinois any of my money, and I wouldn't set foot on the ground there until they grant us reciprocity. F*** them.

Reciprical agreements are usually worked out between the Attorney General's of each state. Lets see here we have Beau Beau Biden, and in IL. a liberal Chicago Democrat who aims to be Gov. of that state. I'd guess that there are 2 chances that will happen. Slim and none.

Not sure about the guy in Illinois, but Biden's office has expanded reciprocity under his tenure. Illinois will apparently have just the kind of strict rules that pass muster for reciprocity with DE, and ours aren't much less strict than theirs... so there might be hope, if Illinois does any sort of reciprocity at all.

I don't see anything that says a "home state"  permit is required for this...

HB0183 Enrolled  (http://www.ilga.gov/legislation/98/HB/09800HB0183enr.htm)

Quote
  (e) Nothing in this Act shall prohibit a non-resident from
25      transporting a concealed firearm within his or her vehicle in
26      Illinois, if the concealed firearm remains within his or her

      HB0183 Enrolled   - 18 -   LRB098 05760 MGM 35799 b

1      vehicle and the non-resident:
2              (1) is not prohibited from owning or possessing a
3          firearm under federal law;
4              (2) is eligible to carry a firearm in public under the
5          laws of his or her state or territory of residence; and
6              (3) is not in possession of a license under this Act.
7          If the non-resident leaves his or her vehicle unattended,
8      he or she shall store the firearm within a locked vehicle or
9      locked container within the vehicle in accordance with
10      subsection (b) of Section 65 of this Act.

http://www.wifr.com/home/headlines/Ill-Lawmakers-OK-33M-to-set-up-Concealed-Carry-Regulation-System--230694551.html?device=phone

"Permits will be available in January. State Police officials expect as much as 300,000 applicants in the first year."

Now that's pent up demand!

But the bad news: the no carry locations list is extensive; schools, stadiums, state parks, legislative buildings including the parking lots, hospitals and on and on. Unfortunately I didn't copy the list before the News Tribune limited my access.

Add to that list: day cares, airports, amusement parts, zoos, public transport (buses, trams, cabs, etc) and restaurants that bring in 50% or more of their sales via alcohol.

Doubt if there will be any reciprocity between Delaware and Them by next spring. I hope to be able to visit my son, grandsons, and new geat grandson, that I've never seen, in Wisconsin. I will have to fall on the Federal Transport Law to go through Illinois, I guess. But, then again I will to go through Maryland too.

With your DE CCDW, you can now drive through Illinois without disarming... you just need to leave your gun in the car if you get out.
(On my recent trip, I didn't get out of the car in Illinois).

As for Maryland, I never go West that way. I go up through Lancaster. It's shorter (from NCCo, anyway), and doesn't really add any time to the drive.

Here is the link direct from the Illinois State Police.  As a matter of fact right now only non residents can carry as it will be spring by the time the new Illinois permits are issued. The "limited" exemption for non residents in vehicles is in effect now.

http://www.isp.state.il.us/firearms/ccw/ccw-faq.cfm

Click the link to "are out of state ....." And read the paragraph related to the "limited exemption". Print it out and take it with you.  I am sure they know by now but never hurts.

"carry within vehicle" only.  No reciprocity for carry outside of vehicle.  Good info. Thanks, Clarence.
Out of state residents are granted a limited exception to lawfully carry a concealed firearm within a vehicle if they are eligible to carry a firearm in public under the laws of their state or territory of residence and are not prohibited from owning or possessing a firearm under federal law. This rule became effective immediately.

OGG,
I have read the Illinois law and it pretty well also is near the same as the Federal transport law. I have one question.........
Why would anyone want stop and get out of their car in Illinois?  Good way to catch a bad case or Rohm Emmanuelitis.

Living in Kent County and being from MD in my youth (many years ago) in go across the Ches. Bay Bridge and out Rt 70 to Rt 68 thru W. Va. and pick Rt 70 back up later. No real big cities except Indiannapolis. On to Wisconsin , have never stopped in Illinois yet. Don't intend to either.

The old Illinois law was like the federal FOPA but the new law allows loaded Concealed in vehicle if you are permitted same in your home state.  Appears that Vermont and other Constitutional Carry states are good as well.

Great news!  IL allows non-resident permits when qualifications are essentially similar to IL, a list which currently only includes HI.  But you must have a permit in your own state.  Oops, HI almost never issues a permit.  Anyone detect a "slow roll"?  Oh, and the cost is a mere $300 which makes the permit about as valuable as a used bran muffin.

$300 + the cost of any training you may need to bring your current training up to their "standards".
