Title: Senate Substitute 1 for SB68

While basically the same, the SS1 removes the Voluntary Certificate Possession Process.

This is from a Republican Caucus email:

 Senate Substitute 1 for Senate Bill 68

Banning the Sale of Certain Semi-automatic Rifles, Shotguns, and Handguns Sen. Bryan Townsend, D-Newark-Bear

Introduced yesterday (5/9), this measure replaces Senate Bill 68, removing the "voluntary certificate of possession process" that was in the original legislation.  According to the sponsor, the new bill is similar to the forerunner "in all other respects."  It continues to seek banning the sale of dozens of specific makes and models of semi-automatic rifles, shotguns, and handguns in Delaware, as well as weapons with a combination of certain attributes.  Those features include: a folding stock; a grenade or flare launcher; a flash suppressor; and a pistol grip that "protrudes conspicuously beneath the action of the weapon."
STATUS:  Pending action in the Senate Executive Committee.

"President Pro Tempore David McBride, D-New Castle, and Majority Leader Nicole Poore, D-New Castle, opted not to join Majority Whip Bryan Townsend, D-Newark, and Sen. Harris McDowell, D-Wilmington, in signing the bills out of committee. Minority Leader Gerald Hocker, R-Ocean View, and Minority Whip Cathy Cloutier, R-Arden, also did not sign on."

So, McBride, Poore, Hocker Cloutier are the ones to thank.


We must keep an eye on these.  It appears that they may be back after some revisions.

We must keep an eye on these.  It appears that they may be back after somw revisions.

SO, maybe I shouldn't feel bad about raking Senator Poore over the coals at our Civic Association meeting last week?
(actually, I was already glad I did it... more so now that it might have actually helped).

So, according to this mornings Delaware State News article, all 3 Delaware anti-gun bills will probably die in committee. What a great thing to wake up to on a sunny Saturday morning.

We still have 1 1/2 mo in this session, and there are as many people unhappy that it is stalled, so keep up the e-mails/letters, etc.  Something about the Fat lady singing, but she has been PC'd too.

Maybe they will.  There is now SS1 for SB68.  It's still alive.  I guess when it's on the agenda I'll have to take more vacation to go to Dover again.

As Bill said, KEEP UP THE PRESSURE.  It's NOT over yet.

SYNOPSIS
This Substitute Act takes the place of Senate Bill No. 68 (150th General Assembly) and removes the voluntary certificate of possession process. In all other respects this Act is similar to Senate Bill No. 68.
