As a “May Issue” State, the AG’s Office or Judge may deny your application on a hunch. I have heard of instances where this has happened. However, appeals are likely to be successful and it seemed as though the system was testing whether people would go to the trouble of appeal.
I don’t have personal experience with this. However, this is a revenue line item for the State and $$$ talks.
