Just wanting to say hello from Hockessin, I have been lurking some time now and sponge-ing in mountains of information.
I have a question or two as I am getting ready to fill out the paperwork.
On the reference questionnaire last question about if they know reason why I am applying. Should they all read the same. Does it matter?
Does anyone know if the Hockessin Community News is a large enough publication?
Also, what is the wait time in NCC?

Welcome.  Different instructors will tell you different things. I have 1 friend who was told by his instructor to leave blank and he had his references leave blank and then my instructor said they should all be filled out to say the same   "protection of family self and property".  Hope that helps.  Any other suggestions.  I hear rumors NCC is 3-4 months out but also here some in 7 Weeks

On the reference questionnaire I would have them put " for the protection of property, self and family" or something similar, last time frame I received from NCC was 6 months.  Good luck

It says that they cannot be related to you, I've never seen anything saying your references can't be related to each other or married in your case.  I personally would try to find someone else as to not take the chance.  If you don't have anyone else, I say go for it.

Yes, your references can be husband and wife and count as two separate references.  I had them all write in their own handwriting "self protection" and that was fine. I also made sure that the references really understood why I was applying.  What I mean is talk to them. Make sure that if the investigator calls them and asks them on the phone, they'll be able to say something intelligent on their own without you coaching them.  Just my own input.
