What I find amazing is how "May Issue" MA issues CCWs at a higher rate than "Shall Issue" TX: 7.59% vs 6.57%!

Because in Massachusetts you need a license just to buy a handgun, many apply for the Class A license which allows for full carry.

Many people in Texas open carry and nobody thinks anything of it. So they don't feel they need a CCW.

OCing in TX requires a permit just like CCWing. (Although I'm hopeful they'll pass Constitutional Carry for OC & CC this coming spring.)

Texas is actually an interesting case. Open carry was completely illegal in Texas from 1871 to 2016. Many people think that it was common for Texans to walk about with a six gun on the hip. This is untrue.
The only legal carry of a handgun in Texas was in a vehicle, concealed “on a journey”. The one exception was a police issued permit valid only in that city. Jack Ruby had one for his .38 snubbie that he used to kill Oswald. Of course these were only issued to those with connections.
In 1995, Texas finally after a 10 year fight passed a shall issue concealed carry license (CHL). It was relatively restricted at first. For example you needed a separate training class for semi-auto and revolvers. And Gun Free signs have force of law. Originally a felony.
It was not until 2016 that open carry with a license became legal.
So, contrary to common belief, Delaware has actually had much more liberal gun laws at least until recently and of course open carry has always been legal here.

When the preemption law went into effect in the 1980s, existing laws were “grandfathered”. Dover had the only law banning open carry unless you had a CCDW license or a permit from the police chief.
Not sure how many were issued by the chief over the years, but in about 2013 under an opinion from the city solicitor, these were issued ( I have one) if you wrote a letter to the chief.
After the Delaware Supreme Court unanimous ruling on open carry in 2014, the city repealed the old law in October of 2015 and open carry without a license is now legal in Dover.

I’m getting up there too. Old enough to remember:
•When you needed two property owners signatures to buy a hand gun in Delaware.
•When you needed to carry money and have connections to get a concealed carry license.
• When you needed to sign a log book and show ID if you bought handgun ammo. •
•When you couldn’t buy ammo through the mail.
• When open carry meant at least a ride in the back seat of a police car.
So some things are better
