PA non resident question

I'm planning on heading to PA tomorrow to apply for the non resident permit.
Just reading the application I noticed the requirement of 2 references, so my question is:
Are the references to be from PA or it doesn't matter?
I'm planning on going to Delaware county since I'm restricted on time, I wanted to go to Lancaster, but don't mind having to comeback to pick it up.

References do not have to be from PA I believe they cannot be related I remember using two of my references from my DE ccw app.

You have to have a Delaware Permit to get the PA permit. You had  to have 5 references on the Delaware app. Why not use 2 of them that you are the closest with. They can't be relatives. I use 2 neighbors when I got mine. No you do not have to use PA residents for a non-resident application. Good luck.

I also advise making copies front and back of your drivers license and Delaware permit before you get there.

Thanks, I do have my DE permit and I'll use a couple of those references then.

Before going for my permit, I called them and asked the same question. They told me the references did not have to be Pennsylvania residents. They also told me I didn't even need to provide any!  I did anyway

Well, I dropped off my application today, and references were needed with address and all.
Not crowded at all, they said I'd get a letter in the mail in about 45 days with the result.
Easy peacy.

The references in PA are not required and Sheriffs who demand them are violating the law.  Last year Philadelphia signed a concent decree to stop asking for them but it remains on the application

The application was put together by the state police. 

There is nothing in the law that asks for references and the law specificly says that nothing shall be added to the application or the process that is not required in the law.

Not bad at all, I received a letter last week dated April 7th saying my permit was ready to be picked up.
So I did today, drove up north, since I'm in the Lewes area and stopped at cabelas to pick up some ammo on the way.
No line at all, showed my ID and out of the office, quick and easy, good for 5 years, now just waiting on my DE renewal, havent seen the new ID yet.

The new permits look much more professional. Unlike the old ones that look like they were made in somebody's basement.
