Is there a new link for the renewal forms? It keeps telling me the site can't be reached.

Does renewal require name in paper, another course and 5 references like new application?

Nope, just fill out the renewal paperwork and bring 65 dollars for the filing fee. Make sure you only fill out the first form, wait to fill out the second form when you get there so they can witness it.

They also require 2 new passport size photos of yourself.

After jumping all the hoops the first time, the renewal is for 5 years and is “shall issue”. Just pay your money and give 2 new mug shots. Do not sweat as to when it comes in, your old one is still good as long as you applied for the renewal.

renewals take about 4 months

In Delaware when you submit application for renewal, you are covered even if you permit expires. But you must have had you application filed by the closing due date. Good idea to have a copy of the renewal on you to be safe.

Filed my renewal papers on the 2nd of Jan, got my new card in the mail today on the 8th of Feb. That was pretty fast!

I filed on Friday, January 4th, and received the letter on Saturday, February 16th. That's a total of 43 days, or roughly six weeks.
I'm guessing they are processed in batches and sent out on Fridays. I probably filed too late in the day (around 11 AM) on Friday 1/4, and missed the batch for that week. Hence FreakShow received the letter a week before me.
