Certainly not surprising at all.

It was a very good article.

Well, since nobody has done it yet, I went to the website linked in the article and downloaded the study.
http://papers.ssrn.com/sol3/papers.cfm?abstract_id=2814691
On page 17 it says that DE had 13,275 CCWs as of July 2016.
-
A population of 945,934 people (as of 2015) with 13,275 CCDW permit holders. That's only 1.3% which is well below the national average of what... 3%?
-
Since Delaware is in the top 5 states in violent crime per capita, maybe the high crime rate means a lot of people can't qualify for a permit. But actually I believe it is because we have so many anti-gun Liberal Progressives here.
They don't want guns or permits or anyone else to have any either.

From the abstract of the report (linked in the article linked in the OP):
■ 6.06% of the total adult population has a permit.
■ In ten states, more than 10% of adults have concealed handgun permits. Indiana has the highest rate — 15%. South Dakota is close behind with 14.7%.
■ Florida, Pennsylvania, and Texas each have over a million residents who are active permit holders.
The stats are based on adults. Going off of: http://www.census.gov/quickfacts/table/PST045215/10,00 DE has a pop. of 945,934. Of that, remove 21.6% who are under 18 yo. That leaves: 741,612 Divide 13,275 by that and multiply by 100 to get: 1.79%
So, DE has about 1/3rd the national average % of CCWers.

Yes.. I didn't account for under 18 and remove them. Was just pointing out a rough number really. One could go further and find statistics on the number of adult residents who have felony's and remove them as well since they legally can't possess a firearm or CCDW permit.

In reading this article I downloaded, Lott is mentioned a pretty fair amount. Has his research been discredited as being flawed? And has Bloombergs Bunch been discredited also?
