My father who holds a CCW for NY-resident, FL-non, PA-non and UT-non was told by a clerk at the sheriff's office near Erie, PA that they only way that he could carry in the City of Philadelphia was to have a PA-issued CCW. Does anyone know anything regarding this?
I work in the city limits of Philly and I am debating just getting a PA-non versus a FL-non if this is the case.

IANAL, YMMV, but I'm pretty sure that the Pennsylvania Constitution preempts local governments from passing firearms laws that are more restrictive than state law.

That clerk is misinformed and is perpetuating incorrect information.
Phila Council did pass an ordinance that says Phila will only honor certain OOS permits and that list is much shorter than the official PA reciprocity list....and that ordinance is completely unenforceable. Preemption prevents this type of thing.

I'm surprised the People's Republic of Newark DE hasn't tried that. Or maybe they have?
