Many have complained about the need to separate God and State. That makes the last line above the signature line on the carry permit application interesting. Thant line is: "Wherefore, Applicant prays that the Superior Court issue a license pursuant to 11 Del. Code ยง 1441." (bold is mine).

It was Jefferson's 1801 letter to the Danbury Baptist Association that contained the phrase "wall of separation between church and state" that started separation of church and state.

By it's very own meaning, the word "pray" means, a polite request. So in that light it means that the applicant is politely requesting consideration for the applications approval. Nothing more or less. Don't over read this term.

If I remember my history correctly, it was under Henry VIII that the Church of England was created and he was deemed head of the church which was passed down to subsequent rulers. I believe this is why our forefathers required a separation of government and church.
