Anyone know if the New Castle Weekly would meet the requirements if I live in 19804? I called the Newspaper and she couldn't answer my question for that zip.

You need to contact the NCC office of the Attorney General to check their list. It has to be one they recognise.

19804 is a Wilmington zip, so not 100%, but think the News Journal.
