The Illinois State police website has changed their wording of their advice for non-resident carriers. A new FAQ is on their website that says out-of-state carriers should keep their weapons unloaded and encased.
This is contrary to the earlier website version that stated that nonresidents with carry permits from their home states would be permitted to carry in a vehicle.
I would recommend unloading and casing a firearm while traveling in Illinois until this is clarified.
