145th General Assembly
House Bill # 258
Primary Sponsor: Atkins Additional Sponsor(s): Sen. Ennis
CoSponsors: Reps. Carson, Gilligan, Mulrooney, Schwartzkopf, Walls
Introduced on : 06/22/2009
AN ACT TO AMEND TITLE 11 OF THE DELAWARE CODE RELATING TO LICENSES TO CARRY CONCEALED DEADLY WEAPONS.
Synopsis: This Act increases, from $34.50 to $65.00, the filing fee assessed by the Superior Court in connection with an application for a license to carry a concealed deadly weapon. The Act also extends the term of validity for new licenses from 2 to 3 years and the term of validity for renewal licenses from 3 to 5 years. Increasing the fees for licenses, as well as the period for which such licenses are valid, will enhance efficiency and preserve resources by reducing the frequency with which the Superior Court and Attorney General’s Office must allocate resources to administer the program.

While the fee increase sucks, given the current economic situation, it dosent surprise me. The increase to 5 years would be great.
-
So the extened time makes up for the higher price? Sounds ok to me.
-
I'm ok with the rate increase as long as they improve the permits.

What, you dont like a permit that an 8YO could improve?
If you do the math, it's not bad at all.
Renewals go up 1.50/yr New, 4.41/yr
-
Current rate is $11.50 per year for renewal. New fees would be $13 per year. Sounds like a good move to me.
-
I wonder if it would be worth contacting Sen Atkins and Ennis and the other co sponsors and asking them to amend the bill to include some sort of provision to redesign the permits to make them tamper proof and to improve them using photos from the DMV?

Has the Governor signed this Bill? www.handgunlaw.us has been watching this bill and wants to updated the Delaware page to reflect this change in law. If it has been signed I would appreciate someone emailing me at admins@handgunlaw.us and let us know. A link to the signed bill would be greatly appreciated. Thank you for any help you can give Handgunlaw.us on this issue.

Gary,
yes. this has been signed by Gov Markell. No info has been disseminated though (to my knowledge) on exactly when it will take effect or if licenses currently in process will be processed according to the new regs.

The governor signed the bill last week and to the best of my knowledge it takes effect right away. However current CCDW's will not be changed, just renewals.

Thank you. Very much appreaciated.

Gary sorry I forgot to email you about this sooner here's a link to the bill.
