Title: Delaware Reciprocity Change?

The following was posted on Handgunlaws.com. Is this something that is about to happen? If so how is this fended off?

Delaware stopped honoring the North Dakota Class 2 Permit. They are now stating they will only honor the ND Class 1. ND issues two classes of permits. Delaware has also announced that starting September 23, 2017 that they will no longer honor any non-resident permit from the states they honor.                  http://attorneygeneral.delaware.gov/criminal/concealedweapons.shtml

In order to get that reciprocity with 14 more states, North Dakota had to increase the standards for acquiring a Class 1 permit.
Both permit classes have to go through an entire class taught by qualified instructors and take a 35-question open-book test,
but Class 1 applicants must also pass a shooting and firearm familiarity test, too.

Wanted to see what the difference was between class 1 & class 2.
Also class 1 >= 21 years old
class 2 >= 18.
