Out of State Resident Permits

I have been told two different things. 

I was told that in Delaware if you get an out of state resident CC permit like from Florida that you can CC.
Recently i have been told that this is not the case and that you must have Delaware CC permit first.  This seems kinda weird because if you have Delaware one why would i need to get another one. 

The law as its written is kinda vague.  Can any one shed some lite on this problem and let me know if its worth wasting my time and money to send for the other states.

If you are a DE resident, you must have a DE license to carry concealed in DE. You can't use a FL non resident in DE.

+1 to what lumspond said.  A FL non-resident permit won't work for Delaware if you live in Delaware.

You get other state permits so that you can carry elsewhere.  Delaware has reciprocity with few states
