I had to drive my wife to the Dr yesterday to King of Prussia, and wanted to take advantage and maybe fill out the CCW non resident on my trip.
To my surprise, none of the above mentioned Counties allow non-residents to file licenses.
The visit  wans't too long so I had time only to go to the nearest ones and happened to be these two.
I guess I was feces out of luck.

I got mine at the Lancaster County Sheriff's office in the Lancaster Courthouse a couple weeks ago. Not only are they friendly and fast, they seem to think it's humorus what people in Delaware go thru to get a CCW permit. I paid $20.00 and its for 5 years. I recommend that any of you wanting a Pa. permit, save time and agrievation, and go to Lancaster. It will be a positive experience.
I pulled up the application on their web site, filled it in, printed it and took it with me. All I did was sign it and date it in their sight and they looked it over and asked for my DE. drivers permit and my DECCW,and for $20 and to take a seat. She made a couple calls, gave me a receipt for the $20. She asked me to take a seat til the other lady called me, which she did in a short time. She took my picture, and got me to checj the permit over and ok it. I did, she put it in the plastic seal. and thanked me. I thanked her and the others, and left. In and out in about a half hour, and that was with 3 people ahead of me.
Jumped in my truck and was south bound with a smile on my face, and a Pa. Non-resident CCW permit in my wallet to keep my DECCW company. The PA. permit covers 27 states, De. covers 18. Some overlap, like e. covers Ohio and Pa. doesn't, and DE. is dropping Va. next month, but Pa covers it. Sorry, Md. and Ilionois doesn't accept any other CCW.

I think Lancaster is the quickest and easiest, I talked to them on the phone and yes, not only friendly, but think it's funny that everyone in DE wants to go to them.
I'll make the drive soon, is just a bit of a drive from Lewes, but definitely worth it.

Second the motion on Lancaster.  Took wife up to get hers and we got a chance to meet and talk to the Sheriff.  Great guy.  100% Constitutional Peace Officer. 

15 minutes.
