 Yes I will be going to Lancaster as soon as my friend get's his from Delaware, he applied when I did and he still has not received his.  I will be sending my Utah in this week as I took that class back in late May.

 When you apply for the pa out of state do your two references need to be pa resident or can they be from any state?

Same experience as @joep. I stopped on the way through Bucks county rather than Lancaster.
