Question about the five certificates

I know ยง1441 says the application must be accompanied by "a certificate of 5 respectable citizens of the county in which the applicant resides."  Is that interpreted as "residents" or strictly "citizens"? 

The reason I ask is that my neighbor is willing to sign, but he's in the country on a work visa (so he's not a US citizen).  Can I use him?   Or should I play it safe and get someone else?

I'd play it safe and find a resident of the county.
Your neighbor may be an upstanding person but i'd avoid the gray areas if it were me.

No.. He is simply a guest with temporary residency. He would need to have been born in the US or Naturalized to become a citizen.
