When I submitted my app. several years ago, I sent in 6 reference letters, because 1 of them was going to Florida during the winter I submitted. All references were people I had known for 20+ years except 1. Had permit in 8 weeks.

How  long have you lived in Delaware? I doubt that if you just moved here, you will get approved. Do you have a CCP from your previous state? If you have been here for years, try to get references you've known for 5 years in Delaware.

I moved here in February and I have already received my License. I put my application in only a few weeks after I got my driver license switched over. However my references all have known me over a year.

I had the same thing happen to me a year ago. The investigator considered any reference under 2 years not valid toward the 5. I had a mix with one being 6 months and one being 10 years. My avg time known was prob around 3 years. I knew many people in the other counties, but being you are limited to the county I was limited.

However it's the judge not the investigator who makes the decision and mine was approved without a hearing. The judge makes the call, the investigator only a recommendation.

The problem is if you get denied (and you choose not to appeal it), you always have to put that on any application you fill out.
