 So, who in DE does NOT know that the sign in Smyrna is NOT legally binding? An ignorant gun owner!  

One wouldn't know whether that sign was valid and enforceable, or not, without taking the time to look up Title 22, Section 111, as well as, the Town of Smyrna's municipal code. The park isn't private property. It is publicly owned property. There are ordinances that predate the preemption cutoff of July 4, 1985. If you go to Dover, all their signs, at their parks, are valid and enforceable. But, that isn't really the point. Government should not be permitted to break law. Gun law is an extremely complicated patchwork of regulation and the consequences for making an error are severe. Municipalities shouldn't be able to illegally make it more complicated than it already is.
