"Attorneys discovered that 25 of those states had concealed handgun permit regulations that were weaker than Virginia’s." from WaPo article.  

From VSP permit requirements.
"The applicant shall demonstrate competence with a handgun by one of the following:
Completing any firearms training or safety course or class, including an electronic, video, or on-line course, conducted by a state-certified or National Rifle Association-certified firearms instructor.

That stinks! 

But here's hoping there are enough outraged voters in Virginia to make a difference next election.  Not sure what action their legislature could take that wouldn't be blocked by McAuliffe.
