A friend of mine submitted his application somewhere around the end of January. He received notice from the Superior Court that his application has been approved. Now he just needs to take the training course and submit his certificate of completion. His class is scheduled for May.
Does it seem that New Castle County is getting slightly faster at processing the applications? Or was he just lucky?
