No...not Delaware. I applied for a New Hampshire Non Resident and it took 45 days to receive. I didn't have to provide a photo, proof of training, 5 personal references, an ad in the local news paper...etc. Yeah I can't carry concealed in Delaware but Delaware allows us to open carry. My honey and I like to hike in Pennsylvania in the wonderful parks there and it will allow me to be able to protect myself against two legged and four legged creatures.
