What does it mean, my question in going camping at Killens this weekend (cabin), can I take my CC and be lawful.

Not sure what is in the article when no hyperlink is provided.  Perhaps you are referring to this thread about Judge Clark's ruling which allows non-CC permitted persons to possess in firearm in camping areas.  

In either case, CC has been allowed in camping areas since January as discussed in this thread.  Current Parks regs are here in Section 21.1.1 & 21.1.4

As for camping it means you may open carry and not be questioned about it.  The ruling has no effect on concealed carry except again you may not be asked for your license. It also makes clear that non-residents are not treated any different than residents for CC.

This is not clear to me.  In Appendix of Judge Clark's ruling, which contains unlawful/unforceable language, is this paragraph which removes the sentence regarding non-residents thereby allowing only DE permit holders access to designated areas.
21.1.4   Delaware residents holding an active current permit to carry a concealed deadly weapon may carry a firearm within areas administered by the Division, including designated areas, provided that the permit shall be produced upon request. Residents of other states holding an equivalent permit or license to carry a concealed firearm may be permitted to carry a concealed firearm at the discretion of the Director.

I see your point.  However out of state resident reciprocal licenses under state law are equally valid to resident licenses.  The use of the words “Delaware residents “ is problematic.

In reading the ruling, the judge referenced the AG’s reciprocity list which appeared to signal an intention that all concealed permit holders regardless of State of issue would be allowed to carry in designated areas but “Delaware” remained unstricken in the paragraph. Unaddressed is constitutional carry states. Our “claim to fame” is a background check, firearms education and qualification which those States don’t require. IIRC, the Senate National Reciprocity bill allows constitutional carry to qualify which in my IMHO is a recipe for disaster.

All constitutional carry states except Vermont issue CCW licenses to allow holders to take advantage of reciprocity.

No problem with permitted carriers from constitutional carry States. But Senate Bill S.446 appears to allow reciprocity to unpermitted individuals from those States.

For all practical purposes, S 446 is dead. I sent an email to Sen. Cornyn 3 weeks ago about with a Repub. President, House, and Senate, why can't he get his bill to the floor for a vote. I have as of yet received no answer to my email.

If I understand the Senate’s regular order process and if the bill is not attached to a larger bill, sixty votes would be required to invoke cloture which would allow the Senate to vote for the bill’s passage. Even with the one sponsor and 40 co-sponsors, 19 more votes (all 51 Rs and 9 Ds) would be required to invoke cloture and 9 of those senators would be needed for approval if VP Pence votes Aye.
If S.446 or H.R.38 were to get signed into law, Sir Charles’s (D-NY) and Sir Richard’s (D-IL) mutual cranial explosion would make the potential Yellowstone caldera eruption look miniscule.

Dead as a door nail unless the Republicans pick up 6 or 7 seats in the Senate and hold the house with a few votes to spare.  The house version only got 2 Dem votes and about a half dozen Rinos voted against it If I recall correctly.  Our best hope may be the Supreme Court giving a ruleing against “show good cause” and then rule that “faith and credit” be given to licenses from all states just like marriage and drivers licenses.
