There is no law that can be written to stop things like this from happening. If all guns were confiscated, someone could fabricate one them selves and murder countless people. As the famous old saying goes, "guns don't kill people, people kill people." The reason famous old sayings become, "famous old sayings", is that they are true. To a criminal, laws are made to be broken. They just don't give a S41t about laws.
