PA long gun sale to DE resident law

What is law for transferring a long gun from a PA resident to a DE resident? If a PA resident wants to sell a 10/22 to a DE resident who has a DE and PA ccw, does this need to go through a DE FFL? Looks like private sales within DE are legal if buyer has valid CCW. I'm not sure if transfer from state to state requires FFL or not.

Per federal law this will have to go through an FFL
