Is this allowed? Can’t find a law that says it’s not

When I taught it, we always said NO.  Because it "could " be used. I'd call the enforcement officers and ask.

If you want to see the specific Chapter in the code, I believe
you are looking for Delaware Title 11, Chapter 5, Subsection 1442.

SS 1442 covers Concealed Deadly Weapons.

You may also want to check Subsection 1443, which covers Concealed
Dangerous Instruments, of which Hunting Knives and Bear Spray are
included.
