I just renewed in Sussex (Georgetown) and there was one leaving as I entered at about 3:15 PM.  The clerk showed me a tall stack of renewals on her desk that came in just today.  Very busy early but slower in the late PM.  They close at 4:30 PM.

Don't you have to sign in front of the notary for the signature to be legal?

With all of that, sounds like she will notarize it.
I  would have done the exact same thing AND THEN  notarize it in front of you.
