Is Delaware considering a new handgun law about purchase?

I heard on MeTV news that Delaware was considering a permit to purchase a handgun that includes a training requirement.  Any truth to this?

Permit holders will absolutely be affected.

Obstacles to lawful firearm ownership hurt everyone, even those who are (for the moment) exempted from these oppressive bills. Big box stores (Cabelas/Bass Pro) will not stock "banned" items just for the sake of the few thousand CCDW permit holders. Mail order outlets will refuse to ship to the state of Delaware, as they cannot reliably verify those who claim to be exempt. Small mom & pop and other LGS will suffer loss of sales income, resulting in higher prices and less available inventory for all customers.

And who is to say the legislators won't be back again next year to remove said exemptions from the law? Who will stand up for the minority of permit holders (less than 2.5% in the state of Delaware)?

My take, after reading the text of the bill, says that DE permit holders are exempt only from the training requirement.  All the other conditions apply (not sure about the fingerprinting) and you will still have to get the permit to purchase that is good for one gun for 180 days.
