Delaware Handgun Purchase Question

Christmas to all!

I have a crazy question to all you old farts out there. I had a discussion with someone in Sussex County about hand gun purchases in Delaware and I remember when I was young back in the early 70s having to obtain signatures of two property owners in order to buy a handgun. The dealer used to keep the signatures on an index card for future purposes and I remember Millers in Newcastle and Marv Conley’s gun shop near Prices Corner having my signatures on file.

I believe it was repealed in the 1980s but the gentleman who is older than me said he never remembered such a thing and he had lived  in Delaware all his life. Is there anyone else out there remembers this or am I delusional in my old age?

I bought a new Colt tropper about 1970, no issues then, but the gunshop owner was my parents' neighbor.

Couldn't repeal it if it don't exist. This is about the time the 5 signatures required of locals in your county came about, that still is required now to get a CCW.

I remember when two landowners were required to sign purchase a handgun from an FFL in Delaware in the late 1970's.

I do not recall when the requirement was dropped.

Up until the late ‘90’s it was 5 from your election district.  In the original 1911 law it was six.

The five signatures are required for obtaining a Concealed Carry Permit. At one time the requirement was for the five to be from your zip code or voting district, I really do not recall which. Nowadays it is five from your county. 

The two property owners signatures were for you to purchase a handgun.

We are talking about two different things:

When Delaware allowed for a license to carry concealed in 1911, (CC had been banned entirely in the 1880’s) the requirement was for 6 affidavits from residents of the applicants election (voting) district.  This was changed at some point to 5 and much later ( 1990’s) to your county.

The purchase requirement was implemented in the 1920’s and required 2 signatures of land owners attesting to the character of the purchaser.  Repealed in the 1980’s, this was designed to keep blacks and immigrants from buying handguns.

In 1991, when I got my DE CCP, it was 5 "registered voters, from your voting district".

I remember this because 1 of my first 5 was NOT a registered voter (how he didn't know that I'll never understand), and 2 were not in my voting district as it (the district) went thru my development a few houses down from me.

What a PITA it was, having to go in and confirm each of the 5, before submitting my application.
