I got the feeling you are not comfortable with uploading .JPG files.
Take a picture of the front and back of your DE Drivers license,
your DE Carry Permit, and your PA Carry Permit, with your cell phone
and then E-mail them to yourself. Once you have them in E-mail,
attach them to the application with the "attach here" tab provided on
the York website. (Copy/Paste) It really isn't as hard as it sounds.
I usually get one of my grandkids to help me. They have this stuff
down cold.

Thanks for the insight. I'm square on the process of doing the upload however as an Information Security professional the idea of sending copies of all of those IDs over the open public unencrypted Internet just doesn't sit well with me.  I was hoping you were going to say that they wanted to see the actual IDs when you got there not that they wanted copies submitted online.  If this is being done as an "attach" feature in the application I will have to see what kind of protections are used on that application.  But again thanks for the insight.  Would definitely be easier to to it online.

You may be able to explain it to them, drop it off by hand and
and after they process you, have it sent to you by mail. IDK,
but a phone call should be able to clear things up for you.

Wouldn't it be great if the people of Lancaster County would wise up and elect a Republican Sheriff, and he reinstituted the PA. Non-Resident permit again through his office?

To be honest, The York County Sherriff's Satellite Office isn't
significantly further to drive than Lancaster County, it is
conveniently off of Route 30, has plenty of free parking.
The online process is about as smooth and hassle free as
it could be. The Officers I met were cheer full, help full,
and non-judgmental as any I have ever met. Even if Lancaster
were to start issuing Out-of-State License again, I will
probably continue to go to York.
Now, if Lancaster starts offering free ice cream, or cinnamon buns,
I may have to reconsider.

I did Berks Co at the Reading airport office last time, in/out in 10 min.  A nice scenic ride.

Berks (Reading) no longer does out of state.
