Maryland Drops Good and Substantial Reason

Governor Hogan today ordered the State Police to observe the US. Constitution and drop the “ good and substantial reason” for a “Wear and Carry” license. This has been THE stumbling block in the past

As soon as I have some funds I am going to start looking to take the class and get this process going. Really looking forward to not having to worry about accidentally going into MD.

Right you are Seth.  The Maryland classes are expensive.   $350 in Salisbury and $175 more if they set up your prints, pictures and paperwork.   I wonder if that is because the documentation for the “good and substantial” was so tricky?

I still haven't seen anything indicating the will issue non-resident permits in Maryland, or accept out of state permits. If so, I'd like to see some documentation on that.

Did find this:
Gov. Larry Hogan has directed the Maryland State Police to suspend the state’s “good and substantial reason” standard for obtaining a permit to carry a concealed handgun in light of last month’s Supreme Court decision.

“It would be unconstitutional to continue enforcing this provision of state law,” Hogan said Tuesday in a statement. “There is no impact on other permitting requirements and protocols.”

Strum: Again, although Maryland does not recognize any other state permits, there is nothing in Maryland law that says a non resident cannot be issued a permit.  Actually non residents have been issued permits in the past for people who were able to articulate “a good and substantial reason”.

Went on- line to set up the account to start the process for the "Maryland Wear and Carry".  At the end of process to start the account, you are supposed to get an email that you are to confirm right away.  The email never came.  Called the MSP in HQ and a very nice Corporal told me that the system is in the process of being upgraded as they are getting swamped with requests and that it should be good in about one or two days.

Once the account is set up, then you will be putting in the information such as training, fingertprint scan, references  etc.  Once that has been complete the 90 clock fot approval starts.  But first you need to set up the account.  https://licensingportal.mdsp.maryland.gov/MspBridgeClient/#/home

I just sent MSP my NRA certs..   I qualify as an instructor for w&c. I wanted to know because I may venture down the same road and get the w&c.

Well....  I'm not really looking to offer the 16hr course they require. I was looking to get a w&c and was hoping my nra certs would qualify.

For the certs I have,  could not tell you how many hrs were spent on training.

I was looking at the approved trainers and there are some in Delaware.

veterans are supposed to be exempt from the training courses. yet another strange way states are so different. i had to do training in delaware regardless of my vet status, go figure

Regarding Maryland,
Is any credit given for the requirements already met to obtain a Delaware
CCW. I know with Florida, all I did was send them a copy of my Delaware
documentation. A Print card, and a photo, and they sent me my Florida CCW.
 Is Maryland the same, or will it be like starting from scratch, in a State I
don't live in?
