Not so fast. This is the 9th circuit. Benitez will stay his ruling to allow state to appeal to the “enbanc” 9th circuit. They will overrule Benitez and the ban will stay unless the US Supreme Court accepts an appeal. This has happened time and time again. Benitez has overturned “may issue” , “assault weapon” bans and magazine bans. In each case he was overruled enbanc.
