Delaware CCW Process

 In order for you to apply for you Delaware CCW Permit the following steps must be followed and completed failure to complete one or more of these steps will cause the Prothonotary’s office to reject your application. The initial cost is around $400 this cost may be a little less depending the route you take with the Gun Safety Class and the news paper that you choose to use. Initial permits are good for a period of three years. Many of the Members of this Web Site have already obtained their Delaware CCW Permit and can help you through the process.

Application:
You must complete your application and have it notarized. You must file all paperwork, as well as a duplicate copy of all paperwork with the Prothonotary's Office. Remember to answer all questions truthfully and to the best of your ability any omission of information or failing to answer a question truthfully can be grounds for denying your application. The statutory filing fee is $65.00.
Cash, money order or personal check, made payable to the "PROTHONOTARY" will be accepted.
 (Credit cards are accepted in Kent County ONLY)

Residency requirement:
 You must be a resident of the state of Delaware. If you are a Delaware resident, an out of state permit with Delaware reciprocity is not valid for you in the state of Delaware. Delaware residents must have a Delaware CCW Permit to legally carry concealed.

Out of State Resident:
If you are from out of the State of Delaware you have the option of obtaining a Florida or Utah permit, these states are both shall issue states and are less expensive.

 Publication of your intent:
 You must publish your full name, your home address and indicate your intent to make application for a Delaware CCW Permit in a newspaper, published in your county that has a circulation of at least 35% percent of the population in your ZIP code. This must run at least (10) days before filling of your application with the Court. Make sure that you obtain an affidavit from the newspaper company stating that this requirement has been met. The News Journal charges $73 to post this legal notice.  If you live in the 19720 Zip Code the New Castle Weekly will post your CCW for $10.00. Also check into other Local weekly news papers some of these will also qualify and are significantly cheaper then the News Journal.

  References:
You must have five reference questionnaires completed by people who live within your county.

  Photographs:
 You must supply two 1.5”x 1.5” color passport-style photographs, taken within the six-month period immediately preceding the filing of the application. You can have these done at most any Walgreen’s for about $9.00 or the USPS for $15.

  Fingerprinting:
You must make an appointment to be fingerprinted for a background check performed by the Delaware State Police SBI. Generally it can take anywhere from two to three weeks from the date you call to receive an appointment. The background check costs $69 and takes 4-6 weeks to complete; however, once you have your receipt, you may file your application with the Prothonotary’s Office. Finger prints must be taken within 45 days of filling and a picture ID is REQUIRED.

POST FILING:
    After submitting all required documents and passing the Delaware State Police background check you will receive a letter in the mail approximately 4-6 weeks after submitting your application from the Delaware Attorney Generals Office with their recommendation as to whether or not they feel you should or should not receive your Delaware CCW Permit. At this point your application is submitted to the Judge for his or her final decision this may take up to 2-3 weeks. Again Delaware is a MAY ISSUE state and the Judge has the right to deny your application for any reason he or she feels is valid. Provided you pass everything and the Judge approves your Permit, your permit will be mailed to you within another 1-2 weeks after you submit you gun safety course certificate of completion.
 
 Firearms Safety Course:
 Generally, the cost of this course runs between $150 and $350. This course should be taken after you are approved for your Delaware CCW Permit. The content of the gun safety course is dictated by Delaware law (11 DEL. C. Sec. 1441) and must be taught by a certified firearms instructor. The firearms instructors must be sponsored by a federal, state, county or municipal law enforcement agency or through a nationally recognized agency such as the NRA. The course shall cover the following items; the safe handling, cleaning and maintenance of your firearm and ammunition; storing your weapon and child safety; instruction regarding safe firearms shooting fundamentals, instruction on state and federal laws pertaining to the use of deadly force for self defense, purchasing, possession and transportation of firearms, instruction regarding techniques for avoiding a criminal attack and conflict resolution and a live fire exercise including the expenditure of at least 100 rounds.

Reciprocity:
The Attorney General shall publish on January 15th of every year a list of all States which have qualified for Reciprocity with the State of Delaware. Once you have your Delaware CCW Permit current reciprocity agreements through the Delaware Attorney Generals office will allow you to carry in Alaska, Arizona, Arkansas, Colorado, Florida, Kentucky, Main, Michigan, Missouri, North Carolina, North Dakota, Ohio, Oklahoma, Tennessee, Texas, Utah, South Carolina,
Virginia and West Virginia. It should also be noted at this time Vermont does not require a permit to carry concealed in their state. Important note: Remember concealed carry laws vary from state to state; it is your responsibility to educate yourself on any and all laws for any states that you may be traveling to, or traveling through.

If you are a NEW resident (Less than 5 years) you will also need a FULL NOTARIZED driving record from the state you came from.
Also, for the reason you want a CCDW, "For protection of self, family, and property" is being accepted.  (FYI, when I did mine, I listed about 8 reasons.  Some day time, some night.  RADNOR)
