Virginia could do what Delaware does - Virginia could recognize an out of state permit only for out of state residents.  A Virginia resident must have a Virginia permit to carry concealed and out of state permits for Virginia residents would not be recognized.  But this is too logical for gun control advocate AG Mark Herring. 

Just another reason to pass national reciprocity for all permit holders.

Yes you can get a Virginia non resident CHP. Cost is 100 and you apply to Virginia state police.

Looks like they are trying to increase their income by having people apply for a non resident permit at the tune of $100.00
